Go to Paint and create a new canvas by sizes: 581 x 149
Leave it blank and save what will now be the background of your banner.
Go to Photoscape and open the Photo Editor.
Open the 581x149 white background.
Under the Object option, choose the “T” button.
Insert what you want your banner to say. Adjust size, font, color.
Save that picture.
On the left corner where your files are, go to a different file and back to the one where it has the banner picture, refreshing the picture folder.
Open the picture again.
Under the Home button, click on Filter > Distorts > Distortion effect.
Personally I use the Motion Blur, Zoom Blur and Illusion effects.
Each time you do a distortion effect, save it as a different name. These will be the slides in your moving gif.
Once you have all the effects you want, all saved in different names, go to the Animated Gif section on the very top of Photoscape.
Drag all the pictures you want in the gif.
On the right side of the screen go to Change Time and adjust it to how fast you want the gif to be. Personally I use 0.08~0.10 secs.
Save and there’s your banner!
